HP and the Goblet of Fire

Something that has never sat well with me about the final task. Why couldn't Harry, and by extension Krum, just summon brooms and zoom to the center, above the maze itself? I never did see anyone say anything about that being not-allowed, and it seems to be an all-out free-for-all, other than not attacking the fellow Champions directly.
