The Preacher.
My desired ending was actually that God had a Master Plan for the end, whereby Genesis, when fused with a mortal's mind and soul, would actually allow for a growth that would have let The Preacher be equivalent with God himself. God had grown weary of ruling over the Universe, and was grooming his replacement. He had to give Jesse enough exposure to the realities of pure evil, and the way heaven was run, so he was fully prepared to step into the shoes as needed.
